Following the Shek Kip Mei shantytown fire in 1953 and the leftist riots in 1967, the Hong Kong colonial government implemented new housing and educational policies to improve life for citizens. Finally aware of the importance in properly promoting its policies to the public, the Government used Radio and RTHK to bridge the gap between the authorities and the citizens. Since the general public at the time was lowly educated, screenwriters explored important public issues like transportation, construction and commodity prices by creating humorous, relatable stories centered around a grassroots family living in a resettlement estate. Each episode also comes with an analysis via the journalistic eyes of the role of Kenneth Tsang Kong, striking a careful balance between representing public opinion and representing government agenda. Though the series aimed to entertain the masses, it evolved over time as it looked at more serious issues like street children and drug addicts. 1985's Save the Kid even showed how a child addicted to cocaine sees the world, daringly breaking the traditional mold of governmental promotional videos.
