Produced by Wong Jing, Lawrence Ah Mon and Chan Man-keung team up again for this dark, anti-hero film. The success of this movie won Chan the approval of Stephen Siu (whose To be Number One was released with great success around the same time), with whom he later formed special bond. The film is about the rise of a young man who starts with nothing, up the ranks of the police force; and his demise, as he learns the only way to climb up is by playing dark and dirty. It tells the tale of the corruption that was rife in the force, especially among those striving to become the highest-ranked Chinese policeman, depicting the early, post-war days, from before the rule of law was established, until the ICAC was set up. The title character is tailor-made for Andy Lau, who plays the anti-hero from his passionate youth to cunning maturity. The usual Lau/Chan social realism is less visible in this film, as the style is spiced up by Wong Jing's crossgenre extravaganza, with dramatic underworld bonding rituals, cunning power games between the Chinese officers, and comical scenes spliced between.
